The rule
One list. Registered with the Gaming Commission of Ghana, and a published cash out figure of 30 minutes or under. Selection is the whole rating, so nothing here is put in an order.

The two clauses, and what each one removed
The rule has one clause about who is allowed to take the bet and one about how long the money takes to come back. Applying them to 14 researched bookmakers leaves seven.

removed by the register. Mozzart Bet stopped taking Ghanaian players and is off the Commission's current list, so it cannot be recommended whatever it once paid.

removed by the cash out clause. Every one of them is registered and trading; the published figure is simply longer than 30 minutes. The closest miss is MSport at 45 minutes.
Nothing was removed for publishing no cash out figure at all, which is worth saying because it is the clause most likely to bite next. Every book still trading in Ghana publishes something, or has something published about it, and a book that stopped would leave this list without anything about its product changing.

Why this page has no order in it
The model below produces a total for each book, and this publication does not print it. That is not modesty. It is that the totals are not comparable, and the reason is visible in the roster itself.
A total is an average over the part of the model a record can actually answer. six of the seven books on this list cannot answer the game floor at all, because their Ghanaian lobbies cannot be counted from outside the country. So six of them are averaged over 86 per cent of the model, and BetFox over the whole of it.
BetFox publishes enough for the whole model to run, and finishes bottom of the table the model produces. Answering a question you can score badly on costs you. Staying unreadable does not.
Printing that order to one decimal place would publish the shape of our own research and call it the shape of the market. So the model decides one thing here, membership, and then stops.
The model that decides admission
Five questions, weighted. The weights matter for who gets in and for nothing else, and the heaviest of them is deliberately not the one the rest of this market leads on.

Reaching a person carries 36 of 100. In a market where the thing that goes wrong is a withdrawal that sits pending on a Sunday afternoon, whether there is a phone line and a person on the end of it is worth more than the size of a welcome offer, and this publication weighs it that way. Who answers sets out every published channel, book by book.
A book that cannot answer enough of the model to be judged is not admitted on the two clauses alone. That floor lives in the shared scorer rather than here, and it is the reason this page cannot describe the two clauses as the whole test.
One admission rests on an estimate
Betwinner is on this list on 20 minutes, and that figure is an editor placing a number at the middle of the market because nothing published one. The shared record says so under its own provenance field, and the table above flags it on the row rather than in a footnote.
It stays because the rule is applied to the fact base as the fact base stands, not to a version of it we prefer. It is flagged because a shortlist that admits on a figure and then hides that the figure was guessed does not have a rule at all.
A correction to our own rule
The rule at the top of this page is not word for word the one this publication's configuration was written with. One clause was changed before anything was published, and the change is printed here rather than made in silence.
As configured, the second clause described the 30 minute bar as a withdrawal this desk had put a stopwatch on. It never has, at any bookmaker, in this market or any other. The clause now says what is true: the figure is one an operator or its affiliates publish.
Nothing else moved. The bar is still 30 minutes and the roster is unchanged, because the rule is applied to the same field either way. What changed is a claim about who produced the number, and this network has already had to rewrite two straplines for making exactly that claim.
A publication that edits its own admission rule and says nothing is doing the thing it holds everybody else to, which is why this section exists at all.

About the list
- Why is nothing on this page numbered?
- Because all seven passed the same rule, and a position would tell a reader that the gap between two of them is a finding. It is not. The model behind admission scores each book over whatever part of itself that book can answer, and six of the seven cannot answer the game floor at all, so their totals are averages of different questions wearing the same decimal point.
- Has anybody at this publication actually timed a 30-minute withdrawal?
- No. Nobody at this desk has timed a cash out, in Ghana or anywhere else. Every minute figure on this site is what an operator or its affiliates publish, and on one of the seven it is an editor placing a number in the middle of the market because nothing published one. That book is flagged as an estimate wherever its figure appears.
- Does a bookmaker pay to be on the list?
- No. The roster is produced by applying two clauses to a shared fact base, and the commercial arrangements are made afterwards. A book with no arrangement at all still appears; a book that pays well and fails a clause does not.
- What would take a bookmaker off the list?
- Losing its registration with the Gaming Commission of Ghana, or its published cash out figure moving past 30 minutes. Both are fields on a shared record rather than an editorial judgement, so neither can be quietly overlooked in either direction.
